Guidelines for hiring workers under the E-9 (Non-professional Employment) visa.

Among the work-permitting visas in Korea, the most representative ones are E-7 and E-9 visas. The E-7 visa is designated for skilled workers in specialized fields, while the E-9 visa is for non-skilled (general labor) workers in permitted industries.

 

For full-time general labor employment (not part-time work with restricted hours), companies must hire E-9 visa holders. Visa issuance and employment are only possible through the Employment Permit System (EPS) operated by the Ministry of Employment and Labor of Korea. Individuals or companies cannot apply for work permits directly.

 EPS is mainly applied in the manufacturing, construction, and agriculture industries, providing employment opportunities for foreign workers in sectors where it is difficult to recruit local workers. The number of foreign workers that can be employed under this system is limited and announced annually by the Ministry of Employment and Labor.


 

 

When an employer applies for foreign workers through EPS, the Ministry of Employment and Labor receives a list of candidates from 16 partner countries. Then, three candidates per position are introduced to the employer, who can select one from them.

To apply for EPS hiring, employers must first check their eligibility, submit an application, receive a list of recommended candidates, and sign an employment contract. Applications must be submitted within the quarterly registration period announced by the Ministry of Employment and Labor, which can be checked at https://www.eps.go.kr/.

Some agencies or individuals may offer assistance with obtaining an E-9 visa or introducing workers. However, these are illegal activities, and visa issuance is only possible through the Ministry of Employment and Labor. Employers should be cautious to avoid fraudulent agencies.
