This outlines the responsibilities of educational institution staff members tasked with managing foreign students. All information related to foreign students must be registered and managed through the Foreign Student Information System (FIMS) for notification and tracking purposes.
Designating and Reporting a Responsible Staff Member
The head of the school where the foreign student is enrolled or undergoing training must designate a staff member responsible for their management and notify the local immigration office (based on the location of the institution or branch campus). If the responsible staff member is replaced, this change must also be reported immediately.
Reporting Changes in Student Status
Failure to register for a semester: Report the day after the registration deadline.
Leave of absence: Report on the leave of absence start date.
Expulsion or discontinuation of studies/training: Report on the date of occurrence.
Disappearance or unknown reasons for discontinuation: Report on the day the disappearance or issue is discovered.
Management and Reporting of Academic Information and Status
Manage academic information and report it to the local immigration office within 15 days of the semester start.
Provide updates on the status of foreign students, including reasons for study interruptions (e.g., non-registration, withdrawal, leave of absence, expulsion) and by educational program (e.g., associate, bachelor’s degree). Reports are due four times a year (by the end of February, May, August, and November) to the immigration offices or their branches.
Counseling and Reporting to Prevent Dropouts
Conduct regular counseling sessions for foreign students.
Report counseling details and cooperate with the local immigration office to prevent student dropouts or absences.
Issue or amend standard admission certificates required for visa issuance or related processes.
