Application Procedure
Visit the Immigration Office overseeing the company’s location (or construction site for the construction industry) to apply in person. Alternatively, apply online through the Visa Portal.
If the process is delegated, the agency will apply for the Visa Issuance Certificate on behalf of the company.
Required Documents
Basic Documents
Visa Issuance Certificate Application Form, a copy of the foreign worker’s passport, and one standard-size photo of the foreign worker.
Business Registration Certificate, Unique Number Certificate, or Foreign-Invested Enterprise Registration Certificate.
A copy of the Standard Employment Contract.
A copy of the Employment Permit.
Workplace Survey Report.
Guarantee of Identity (prepared by the company).

Important Notes
The Standard Employment Contract must include details of wages and daily/monthly working hours.
The wages must meet or exceed the minimum wage.
Submission to Sending Country
Submit the issued Visa Issuance Certificate to HRD Korea, which will forward it to the sending country's agency. The foreign worker receives the documents through the sending agency and obtains an E-9 visa.
For countries with an electronic visa system (Thailand, the Philippines, Vietnam, Indonesia, Sri Lanka, Pakistan, China), the Visa Issuance Certificate is automatically sent to the South Korean Embassy in the sending country upon issuance. The company only needs to notify HRD Korea of the Visa Issuance Certificate details (e.g., issuance number, name, gender, date of birth, etc.).
