Local governments (cities/counties) or agricultural cooperatives established under the Agricultural Cooperative Act, including regional headquarters of the National Agricultural Cooperative Federation (NACF), city/county branches, regional agricultural cooperatives, and joint project corporations of cooperatives.

The operating entities recruit and accept applications in advance to provide manpower to participating farms.

  A team leader, selected from local workers, is appointed and a work team including seasonal workers is formed.

  The team leader supervises and directs the seasonal workers, while farms issue work instructions through the team leader.

  Set usage fees.

  Collaborate with local governments and central authorities to determine costs related to managing seasonal workers, such as workplace transfers and insurance enrollment.
