The Ministry of Justice requires an employment reason and utilization plan to assess whether the employment of foreigners infringes upon the domestic job market and to determine if foreign workers are truly necessary for the company. These documents should be prepared considering this intent. There is no fixed format; instead, refer to the sample provided by the Ministry of Justice.
Describe the company’s tasks relevant to the employment role
The E7 visa is classified into over 90 specific job codes, and evaluation standards and criteria differ for each job category.
Be as specific as possible about the necessity
Rather than stating general reasons such as “We need a Vietnamese worker because we are preparing to export to Vietnam,” it is better to specify “We sell approximately X amount of products annually through exports to Vietnam, and hiring a Vietnamese worker is necessary to respond effectively to transaction-related inquiries.”
